HAITI BOAT-PEOPLE: REQUEST FOR SCREENING CENTRE IN THE TURKS AND CAICOS ISLANDS

Mr Lennox-Boyd saw and approved Mr Holland's submission of 27 May last night. Following our
discussion with the Minister, I have, as agreed, turned the draft letter to PS No 10 which accompanied Mr Holland's submission into a draft telegram to Mexico City for the Secretary of State. I submit this, together with a draft covering telegram which reflects the additional points made by Mr Lennox-Boyd in our discussion. sake of other recipients, I should record that, although Mr Holland's submission omitted to say so, it was cleared yesterday with UND, SEAD and NAD. Legal Advisers were also consulted and are content. The submission did not reach me in time for it to be shown to Mr Beamish before our meeting with Mr Lennox-Boyd, but the recommendation is in line with a discussion which I had with Mr Beamish about this problem earlier in the day. Mr Burns was also aware of the line we propose to take.

HMA Washington is aware of the Department's advice, and does not object. But he has not seen the text of the draft letter to No 10 and has asked that the telegram to the Secretary of State should be copied to him for information.
