I spoke to Ambassador Seitz this morning, making all the points in the speaking note. I assured Mr Seitz that we had given serious consideration to the US request at the highest level and that I was in effect giving him the reply which he would have received if it had been possible for his appointment to call on the Prime Minister yesterday to be maintained.

Mr Seitz's only comment on the substance was that while it might be true that, as I had said, the larger States in the region were far better equipped than TCI to help, they were not in the right place.
