Hong Kong would like to repatriate on the next ORP flight
up to ten Vietnamese criminal offenders who have completed their prison sentences in Hong Kong. The inclusion of eight
criminal offenders caused no problems on 19 June nor did it
draw adverse press comment. The deportation of criminal offenders is normal international practice, but the Vietnamese
have administrative difficulty in accepting them in ones and
twos on commercial flights, which is the usual procedure. They
seem content to accept them in batches on the ORP flights;
should proceed accordingly.

7. I was able to consult Sir John Coles in Hong Kong about
this submission in draft. He said he was content with the
recommendation to fix the next ORP flight for 4 (or 5) August,
provided the Duty FCO Minister (who I understand will be Mr Hogg) was available in the office and that Mr Masefield
would be in London that day.
