Dear Sir David,

I am writing to you in connection with the recent developments in the Japanese Parliament relating to Japan's proposed cooperation with the United Nations in assisting with peace-keeping operations.

After much deliberation, on June 15th, the Japanese Diet (Parliament) passed the bill on "Cooperation in United Nations Peace-Keeping Operations," which enables Japanese Peace-Keeping Corps (consisting of government organizations including: Self Defence Forces, the Maritime Safety Agency, local police and other organizations) to participate in U.N. peace-keeping operations.

In this letter I would like to take this opportunity to clarify the content and aims of the bill, and emphasize the basic character of future Japanese contributions to U.N. peace-keeping operations.

Firstly, the aim of dispatching Japanese Corps overseas is to cooperate with U.N. peace-keeping operations; where the purpose of these operations is to carry out duties to secure cease fires, supervise elections and other such actions from a non-compulsory, neutral standpoint.

It is important to note that Japanese Peace-Keeping Corps will only be dispatched overseas at the specific request of the United Nations following an U.N. resolution on the matter; and that once overseas, their movements will be guided by the command of the U.N.
