HONG KONG/JAPAN : LETTER FROM THE CHAIRMAN OF THE TORREAU
FOUNDATION
1. Mr Dobbs-Higginson, Chairman of the above foundation,
wrote to the PUS on 11 November asking for an introduction to
the Governor of Hong Kong. Mr Dobbs-Higginson wanted to put
the Governor in touch with some of the senior members of the
Japanese business community in Hong Kong, who by implication
do not agree with the Governor's constitutional proposals.
/ 2. I have consulted the Governor and now submit a draft
reply which incorporates his views.
3. You will see that in the last paragraph of his letter
Mr Dobbs-Higginson refers to the possibility of the PUS attending a function at his chateau in July 1993. You might
wish to add a line on that to the draft reply.
