I thought you might be interested to see, in advance of the Governor's visit, the enclosed copy of my minute of 20 November to Christopher Hum.

I mentioned to the Governor before he left London at the end of last week the vibes we were getting from the Japanese at working level. He immediately took the point and said that he was not expecting them to speak up publicly on behalf of his proposals. Private support, and private indications of this to the Chinese, were what he was looking for.

If you detect similar concerns at your end, you might therefore like to let your interlocutors know that they need not worry about being confronted with insensitive pressure from the Governor for public statements. He is familiar with the Japanese style of operation.
