LONG TERM SECURITY OF PENSION PAYMENT URGED

BY HONG KONG CHINESE CIVIL SERVANTS

1. The UK Government is going to hand over the soverighty of its most prosperous independent Territory - Hong Kong to China on 1 July 1997, ie. in only 4 years 7 months' time.

2. To Hong Kong civil servants, this means a change of employer- from the present British Hong Kong Government to the future People's Republic of China's Special Administrative Region (SAR) Government.

3. This involves virtually a "handing

handing over" of pension liability from the British Hong Kong Government to the SAR Government, PRC. The Sino-British Joint Declaration and the Basic Law

of

the Hong Kong SAR has promised that the future Government of the Hong Kong SAR shall pay all pensions on terms no less favourable than before. The payment of pensions has also become a charge.
