1. You asked on the attached letter from Mr. Hyde whether Mr Patten should read the Hong Kong Salaries Commission Report 1965 which Mr Hyde had commended to him.

I do not think Mr. Patten need read this report. It is of interest to see how Civil Service pay policy developed in the 1960's but is really very out of date now. Hong Kong is a totally different place: no longer a sweat-shop but a territory with a per capita GDP very near to the UK's.

3. A salaries commission still exists and does regular work. It is called the Standing Commission on Civil Service Salaries and Conditions of Service. I attach membership and terms of reference. There are also Standing Committees on: Directorate Salaries and Conditions of Service; Disciplined Services Salaries and Conditions of Service; and Judicial Salaries and Conditions of Service. I think Mr. Patten will receive ample advice from these bodies on current issues of civil service pay

concern.
