Explanatory Note
interpreting these statistics it is necessary to mind the effect of the bridging-over of staff of the Services Department (HSD) and Department of Health (DH) to the Hospital Authority (HA) since 1 December 1991. As at 1 April 1992, 5,445 staff of HSD (5,438) and DH (7) had left the civil service on transfer to the HA employment. Under the established methodology
methodology these 5,445 staff are excluded from the strength of civil service. The statistics in Sections I - V have been prepared on this basis. The slight increase in the percentage of overseas directorate staff (39.9%) as compared with that on 1 April 1991 (37.9%) in Section I is attributable to the bridging-over of these 5,445 staff.

For some purposes it may be necessary to include these 5,445 staff in the overall strength of civil service as if they had not left the service when considering the progress of localisation.
The following statistics have been compiled on this basis. As can be seen from the table below, using this approach the percentage of overseas directorate staff has now reduced from 37.9% in April 1991 to 37% in April 1992.
