I enclose a letter which my Secretary of State has received from an old acquaintance of his, Mr John Walter Masters about the visit from the Hong Kong Chinese Civil Servants' Association to the United Kingdom.
My Secretary of State would be grateful for an urgent brief on this question, including what arrangements you are aware of for the Hong Kong people to see either members of Parliament or Ministers. I know that my Secretary of State is anxious to be as helpful as is advisable in the circumstances.
