HONG KONG: MEETING WITH THE HONG KONG CHINESE CIVIL SERVANTS'
ASSOCIATION (HKCCSA) ON 19 NOVEMBER 1992 AT 11 AM
Problem
1. Mr Goodlad will meet Mr Wong and Mr Tang, the President
and Secretary General of the Hong Kong Chinese Civil Servants'
Association (HKCCSA) at 11.00 on 19 November. They will seek an assurance that HMG will support their request for pension safeguards for Hong Kong civil servants.

At present Hong Kong civil service pensions are paid out of general revenue (about 3-4% of annual government expenditure). The Joint Declaration and the Basic Law provide that after 1997 the SARG will continue to pay all pensions,
