Dear Miss Coglin,
Delegation of Power under
Colonial Regulations
The purpose of this letter is to seek the Secretary
of
State's approval under Colonial Regulation (CR) 54 (5) for the Governor to delegate :
(a)
to the Secretary for the Civil Service the authority of dismissal under CR 57 and 58 in respect of Category A officers (i.e. officers confirmed in an established office) remunerated below Point 14 on the Master Pay Scale (MPS); and
(b)
to
CR
Heads
authority
of Departments personally the to summarily dismiss under 57 (3) Category A officers remunerated below MPS Point 14.
Delegation of authority
2.
At
present,
all
formal disciplinary proceedings instituted under CRS in respect of Category A officers are handled by the Civil Service Branch (CSB). As regards Category B officers (i.e. Model Scale 1 officers, officers on probations and/or agreement terms) the authority for discipline respect of officers below MPS Point 14 or equivalent have already been delegated to Heads of Departments.
