2. I confirm that we are content for you to promulgate the amendments to the Civil Service Regulations (CSR) set out in Annex II of Ms Tse's letter of 24 September 1991.

We have noted that there have in fact long been overlapping powers between the Secretary for the Civil Service and more junior officers and hence the present CSR do not reflect present realities. Although we retain residual concerns about the scope for abuse of the overlapping system in the future, we understand the advantage of flexibility that such a system offers.
