Thank you for your letter of 2 April reference 91 in L/M(10) 2DP66/5-C(90)111. I am sorry that I have not been able to process this earlier but I am now working on
submitting the proposals to the Secretary of State. Before I can do this I should be grateful for clarification of a number of points:
(a) Please send me the relevant minute where the Governor has
endorsed that this approach may be made to us.
(b) Please let me know when we approved the delegation
referred to in para 2 of your letter of 20 November 1991. If possible a reference to our file would be useful.
(c) I find your letter of 20 November 1991 somewhat confusing
in that paragraph 1(a), 6, and 9(a) do not consistently set out exactly what it is you are wishing to be delegated to the Secretary for the Civil Service.
For
the avoidance of any doubt, grateful if you would confirm
from the Governor that your proposal is to delegated to the Secretary of the
Civil Service the authority under CR 57 and 58 for dismissal of category A officers remunerated below point
14 on the Master Pay Scale.
(d) Roughly how many dismissal cases each year would fall to
be decided by the Governor, the Secretary for the Civil Service and Heads of departments if we approved these changes?
