Approval to be sought from the Secretary of State
may
CR 54(5) stipulates that the Governor
delegate to any public officer any of the powers
conferred upon him by CRs56 to 66, save that he shall
not delegate the power to make regulations, nor the
power to dismiss an officer or to require him to retire
in the public interest save with the approval of the
Secretary of State. Subject to your agreement, we shall seek the Secretary of State's approval for the
power of dismissal under CRS 57 and 58 and summary
dismissal under CR 57(3) to be delegated to SCS and
the Heads of Departments.
Re-delegation within Civil Service Branch (CSB)

A
With effect from
19.6.91, CSB has been
reorganised from a strictly functional to a mainly
departmental basis.
The disciplinary functions
previously performed centrally by the former Staff
Management and Discipline Division of CSB have been
taken over by five departmental divisions.
re-delegation of the disciplinary powers under CRS and
DP (CR) RS which have previously been delegated to the
Staff Management and Discipline Division is therefore
required. A detailed breakdown of the proposed
re-delegation is set out in Annex H.
