Το provide more impetus to PSR, to deepen the reform in Government, and to promote initiative and encourage responsibility among civil servants in financial and human resources management, the Chief Secretary, on the advice of the Public Sector Reform Policy

Policy Group (PSRPG), has decided to set up a new organisation within the Government Secretariat, to be known for the time being as the "Efficiency Unit"

This Unit will operate for a trial period of six months under Mr Robert Footman, Administrative

The main tasks of the Head, Efficiency Unit will be to review the current state of the PSR initiative, to consider how best this programme could be carried forward and to consider how the more traditional management services type of activities (i.e. value for money studies, top down studies, etc) and the Public Sector Reform tasks (such as the EMB/ED study, the Operating Service Accounts, Trading Funds exercises, etc.) might be brought together and expanded to include human resource management. He will also manage the Unit and draw up recommendations for its future organization and responsibilities within the six-month period.

Formation of the Efficiency Unit and temporary reorganisation of Finance Branch

To enable him to carry out these tasks effectively a temporary redeployment of some Finance Branch staff will take place on an administrative basis. With effect from 11 May 1992 and until further notice, PAFS (3), AFS (F) and AFS (G) and their teams of management services officers will report to the Head, Efficiency Unit. No formal transfer of posts will be made until a decision is taken as to the future status, organisation, functions and responsibilities of the Unit. The Head, Efficiency Unit will

authority to deploy resources (including staff) within the Unit and will become de facto head of the Management Services Officer grade. Secretary for the Treasury will, however, remain the formal head of grade.

In addition, the Head, Efficiency Unit will be supported by an Assistant Head (AOSGC), and management consultant(s) where appropriate in the implementation of PSR-related projects. He will report to the Chief Secretary, service the PSRPG,

and be accountable to the Secretary for the Treasury on the traditional management services type of activities.
