Our discussions with Hong Kong Government over matters

of concern to members of Her Majesty's Overseas Civil

Service, have lead us to discuss the broader question of pension provision for Hong Kong civil servants in general.

Our locus in this in this is limited: but we do have a

strong interest in ensuring good and effective administration in Hong Kong.

2. Pension issues are very important to civil servants. I

have prepared a short paper which describes the current

position and sets out a tentative suggestion, which we have

for put to HKG, one way to give civil servants more reassurance. Mr Patten may wish to glance at the paper: the issue is not likely to go away as a recent article from the South China

Morning Post suggests.
