Governor has had second thoughts about the timing of

removing the current CBF from ExCo. He now suggests that it

would be better to allow the new CBF to take his seat on

ExCo, and to leave the timing of a change to the new Governor, perhaps in the context of other changes to ExCo membership.

4. The Secretary of State has accepted the Governor's judgement, although noting that we should still maintain with the MOD the principle that the CBF should stand down

from ExCo at some stage.

As Sir M Quinlan raised this issue with the PUS after

talking to CGS, I recommend that we should use this channel to pass on the Secretary of State's conclusion.
