APPOINTMENT

In the notes the term "Governor" includes all officers of a

Dependent Territory appointed to administer the Government

of a Dependent Territory as defined in Colonial Regulation

102.

Prior to his leaving England to assume office (or at the

earliest opportunity thereafter), a Governor-designate is

usually received by The Queen to "kiss hands" on his appointment. The Governor-designate's spouse is also received. Arrangements are made through the Heads of Mission Section in Personnel Operations Department. Morning

Dress is usual. There is no ceremony involved in the

interview.

POSITION OF GOVERNOR

A Governor is always styled "His Excellency" when in the

Territory and is addressed formally as "Your Excellency".

The Governor of a Dependent Territory is The Queen's

Representative in that Territory and as such retains his

right of precedence in all circumstances, although

(following the example of the Sovereign Herself) he may as a

matter of courtesy waive his precedence in certain cases, as

indicated below. These special acts of courtesy will in no way impair the dignity of the Crown which the Governor

represents. Guidance in this matter, in particular relation

to the reception of Heads of States and other distinguished

visitors, as dealt with in various paragraphs below, will be

found in the memorandum of instructions enclosed with

Mr Lennox-Boyd's Circular confidential Despatch of 25 April

1956.

Although formality (or lack of it) varies enormously from territory to territory it is correct for all persons,

including ladies, to rise when the Governor enters a room
