guidance only, and are not to be regarded as
official instructions. They should be read in
conjunction with Colonial Regulations, local
instructions and memoranda issued by Hong Kong
and General Department of the Foreign and
Commonwealth Office which deal with terms and
conditions of service of Governors, departmental
responsibilities within the Foreign and Commonwealth
Office, etc.)
2. It will be appreciated that the Notes are not
only for Guidance only but that they must also be
interpreted according to the circumstances of the territory concerned, eg many of the formalities of life in Government House, Hong Kong, would be quite
out of place even if they could be followed in, say, Anguilla.
