Thank you for your letter of 7 January enclosing one from Mr Hilton Cheong-Leen, Chairman of the Hong Kong Civic Association, to the Prime Minister. I enclose a draft reply for your signature.
The Legislative Council in Hong Kong will hold a debate on the appointment of the new Governor on 22 January, requesting that the Hong Kong Government convey the views of the general public to HMG for consideration. Other prominent Hong Kong personalities will also no doubt offer their unsolicited advice.
