David Ford will want to pay an early visit and take the Governor Designate through the Hong Kong scene. We should encourage this, once we have had a week or so to talk to the new Governor ourselves. Hong Kong will also no doubt supply mountains of written briefing.

There will no doubt be many others: but we should make sure that he does not miss out any significant constituency in his early round of calls.
