It may be worth recording one additional gloss on the points made in Hong Kong telno 1091 about the local reaction there to media speculation about the possible appointment of
Mr Patten.
2.
Mr Heap tells me that he had a valedictory tete-a-tete meal with Martin Lee last week. Mr Lee was enthusiastic about the possibility of Mr Patten becoming Governor on the grounds that he would have the ear of the Prime Minister and Foreign Secretary; and a keen nose for the political and electoral issues facing Hong Kong.
