Were the above letters, which appear to directly implicate a member of the Malaysian cabinet, in the possession of the Hong Kong authorities, since police raids in Hong Kong during 1983?

in 1986, and that were made available to the Hong Kong authorities in the same year?

It is clear from your cables that the idea of a deal between Mr Osman and the prosecution was canvassed at an early stage. That possibility would still appear to be Open TO BOTH PARTIES?

It is clear that the decision to prosecute Mr Osman at the request of the Malaysian Government led to a significant improvement in UK-Malaysian relations, much to the credit of Sir David Gillmore and Sir David Wilson. However had a proper legal officer, and not the corrupt REID been in control of the process, the High Commissioner might have earlier learned that the

evidence, was selective, biased and unreliable. The alternative

option of awareness within the High Commission of all these matters is disturbing.

An unbiased prosecutor would have known that Malaysia would not go through with the deal and allow the witnesses to attend

or allow much of the evidence to be adduced. An honest and

unbiased political adviser would have warned of the dangers inherent in the political background, AND IT'S DISCLOSURE IN COURT.

Improvement of UK-Malaysian relations should not have been obtained at the expense of Mr Osman, and at the expense of the integrity of public justice.

Whilst that remains the case however I shall continue to pursue this case to the utmost of my ability and energy.
