THE LORRAIN OSMAN CASE: ANOTHER LETTER FROM MR CAHILL

Mr Cahill has written again to Sir J Coles (draft replies to his last two letters, of 20 August and 3 September have just been submitted).

This latest letter, of 10 September, is confused and confusing. He appears to believe that Sir J Coles has forwarded to the Prime Minister a letter which he (Cahill) wrote to Sir J Coles. As far as we aware neither
Sir J Coles nor anyone else in the FCO has done any such thing. But Mr Cahill himself did apparently send a copy of his 3 September letter to No 10.
3. The other remarks in Mr Cahill's letter about the attitude of the Malaysian Prime Minister and his cryptic reference to the 'prima facie' evidence do not call for comment or response. It would however be prudent to acknowledge this latest letter (if only to forestall further letters from Mr Cahill complaining that he is being ignored). But in keeping with the agreed approach of not being drawn into a debate by correspondence about matters which are for the courts to consider, the draft reply which I submit is short and, I think, self-explanatory. Since it contains no substantive points it could, if Sir J Coles agrees, be sent at departmental level. HKD and Legal Advisers agree.
