1. Kevin Cahill has written to Mr Burns, in response to Mr Burns' letter of 16 September (copies attached).
2. In my view, it is most unfortunate that we are embroiling ourselves in substantive correspondence with Cahill, who is a miscreant almost certainly in Osman's pay. We risk falling into the trap he so obviously wants to set, of eventually making some comment which might be deemed to give new evidence in the Osman case and form the basis for yet more habeas corpus applications. The only previous substantive reply Osman has had was Sir John Coles' rejection of his original allegation of corruption in the FCO, which he subsequently withdrew. We had little choice but to address this allegation; now we have Cahill's written statement that he does not accuse the FCO or any of its officials of corruption, we have no interest in responding to his other accusations, many of which are plain silly.
3. I therefore wish strongly to recommend to Mr Burns that Cahill should receive short departmental replies to all future correspondence, as was agreed by all concerned in response to my submission of 16 July (copy attached). I should be grateful to receive confirmation that you and HKD have no objection to this. A draft copy of the letter I intend to sent to Cahill is attached.
