What response should be given to Kevin Cahill's latest letter to
Mr Burns?
Recommendation
2 I recommend that Cahill should receive a short departmental
reply, on the lines of the attached draft. I further recommend that any future correspondence from Cahill be dealt with similarly, unless he makes new allegations to which we feel obliged to respond.

Cahill first wrote to the FCO about the Lorrain Osman case in
March. His letter (addressed to Sir Arthur Watts) alleged
corruption in the FCO, and made it clear that he was in possession
of a Confidential telegram on the case. He received a robust response from Sir John Coles, and subsequently withdrew his allegation of corruption.
4 Cahill has since written several times, making a wide range of
allegations about the handling of the case, which stop short of
implicating HMG or British Officials in any malpractice. Many of
