There are reports that the Malaysian Government requested the suppression of politically damaging documents by the Hong Kong authorities in the case of the murder of a bank official,

Jalil Ibrahim.

I have seen further FCO cables which cast specific doubt on the integrity of the Malaysian Government decision to prosecute the BMFL directors, and which also seeks Hong Kong Governmental approval for the suppression of the final report of the Committee of Enquiry into the BMFL affair.

Under the circumstances I would be obliged if you would consider the following matters:

1. Were you aware that the attached documents were in the hands of the Hong Kong authorities, were they suppressed at the behest of the Malaysian Government ?

2. Were you aware that the Malaysian Government requested the suppression of documents uncovered in the investigation into the murder of Jalil Ibrahim.

3. At what point was the UK Government made aware that George Tan, and the Carrian Group, were acting as agents for the Malaysian Government and for people associated with the Malaysian Government in a series of major transactions in Hong Kong in the early eighties.

4. Were you aware that the Malaysian PM publicly criticised the UK for mishandling the "China" negotiations and causing the collapse of the Hong Kong property market and ultimately Carrian.

5. Were you aware that the Malaysian PM publicly criticised the HK administration for using documents arising from the Jalil murder investigation, in the investigation of Carrian and more particularly BMF.

There is a clear indication of political interference with the judicial and investigative organs giving rise to concern that there has been an attempt to pervert the course of justice, and then to execute a political cover up. I am so concerned in this regard that I have brought the matter to the attention of the appropriate Parliamentary Committees, as a matter of public duty, and thy may wish to raise a number of questions with you.
