1 Ray Whitney MP wrote to Lord Caithness on 31 October, enclosing a further letter from Mr Cahill on the Osman Case. The letter is identical to those sent recently by Mr Cahill to a number of MPs, to whom Lord Caithness wrote on 31 October. Mr Whitney has replied that he has never been involved in the case and is unable to offer any comments of interest to Mr Cahill.
2 I submit a draft reply from Lord Caithness to Mr Whitney, which is similar to the replies already sent by the Minister to other MPs. A new final paragraph has been added in response to Mr Whitney's comment that it was surprising that Mr Cahill's enclosures included a copy of a confidential telegram. Legal Advisers concur.
