Their disclosure to the public cannot in any way be suggested
to interfere with the proper consideration by the English Judiciary
of any application before their courts.
I am asking you, and in parallel, I am also asking the Governor
of Hong Kong, for permission to publish the said cable/document. If
you cannot agree what I ask I would be very grateful for the
reasons for your decison. I am sorry to have to indicate a time
scale, but in order to get on with my article and documentary
I must have your decison within 14 days, or earlier if possible,
so that there is time for me to consider other options in relation
to publication. If I do not hear from you within 14 days of this
letter, which I am delivering by hand I will take it that you
have no objection to my publishing the contents of the said
cable of 20/12/1985.
