1 Mr Cahill has written again to Sir John Coles, this time
threatening to publish the confidential telegram from Hong Kong which has come into his possession. His letter is dated 19
November, and he states that unless he hears to the contrary within
14 days, he will take it that we have no objection to his publishing
the telegram. The reply from Sir John Coles should therefore issue
by 2 December at the latest.

Cahill's latest letter;
His letter of 30 March, in which he first mentioned that he was
in possession of Hong Kong telno 2874 of 20 December 1985 (a copy of
the telegram is attached to the letter);
(c) Mr Guy's submission of 22 April, and associated comments from
Mr Colvin and Sir Arthur Watts;
(d) Sir J Coles' letter of 30 April to Mr Cahill.
From (c) above, it is clear that possible legal action against
Mr Cahill was considered in detail when he wrote on 30 March.
