However, the ATP budget for the current FY is heavily overcommitted and the available finance for 1992/93 is also likely to come under pressure. This means we shall be unable to finance all the proposals put to us. We are in touch with the BHC about how we can move to doing a higher proportion of civil
projects on commercial terms.
Technical Cooperation

Expenditure on training in the UK was fl.1 million in FY 1989/90. It
covered awards in social sciences, natural resources and science and
technology. Three English Language Teaching officers are in post working on
rural primary English, secondary school curriculum and self access language
proficiency projects. We are also financing the services of a demographer for the Malaysian Government's Population and Demographic Statistics project.

Final approval is expected soon for a proposal to fund the initial three
years of a five year research programme costing £1.1 million at the Forestry
Research Institute of Malaysia (FRIM). The principal objective is to develop
appropriate strategies and practical guidelines for the conservation of
bio-diversity and sustainable management of the bio-resources of the tropical
rainforests of SE Asia. The main. ODA contribution will be in funding a
collaborative programme with UK institutions, consultancies and the provision
of some specialised equipment, all of which is designed to build up the skills
and competence of the Malaysian Research staff.
