LORD CAITHNESS' CALL ON THE PRIME MINISTER OF MALAYSIA; 13 MAY
1. Lord Caithness met Dr Mahathir over dinner in Kuala Lumpur on 6 May. He has arranged to call on Dr Mahathir during the latter's private visit to London (12-14 May).
2. There are no particular points we would wish Lord Caithness to raise, and the briefing for his recent visit (copy attached) is up to date, with the exception of the defensive brief on the Lorrain Osman case and the Pergau hydro-electric project. I attach revised briefing on
Lorrain Osman.
3. On Pergau, Dr Mahathir is likely to raise the question of how ATP funding is channelled (Kuala Lumpur telno MODEV 27 refers). ODA are not yet able to announce their decision, but are likely to agree to the Malaysian request that the loan should be made directly available to the contractors, TNB. If asked, Lord Caithness might indicate that the Malaysian Finance Minister, Datuk Seri Anwar Ibrahim, has been in contact with our High Commissioner and that we are pursuing urgently the outstanding administrative details. I attach the brief prepared by ODA for Lord Caithness' visit as background.
