It seems to me, and to others whom I have consulted, that your
action and the allegations which you intend to put forward can do
nothing to advance Mr Osman's interests. The points which you make
in your Affirmation and in the statement described as Exhibit 6 are
surely matters which can only be satisfactorily resolved by the Court with competence to hear all available evidence in his case ie
the Hong Kong High Court. In the event that you should make any
improper use of the document "Exhibit 1" or any other material in
your possession to which public interest immunity attaches, you should be aware that the FCO will have to consider whether it ought
to take further action in this matter.
