Dear Sir David

Extradition Proceedings Concerning Mr Lorrain Osman

I am writing to you to express my extreme concern at the way in which, in consequence of extradition proceedings initiated in this country by the Hong Kong Government following a request for prosecution on behalf of the Malaysian Government, Mr Lorrain Osman remains on remand in Prison after five and half years, which I understand is the longest that any individual has been held in this country without trial.

The details of my points of concern are set out in a letter which I have today sent the Minister of State at the Home Office, John Patten MP.

I should be grateful if

you would let me have your comments on the specific points raised in my letter, which I believe raise matters of great consequence administration of justice in this country as well as the conduct of the Hong Kong authorities.

With best wishes,
