As I have explained, all the telegrams were copied to the FCO and thus fall within the class of documents listed in paragraph 3(C) of the certificate of Francis Maude filed on behalf of the FCO. We are somewhat surprised that the four telegrams were not listed in either the Hong Kong Government's certificate or the FCO certificate. I should therefore be very interested to know whether copies of the telegrams can be found in the FCO's files and/or whether the existence of the telegrams was known at the time of issuance of the certificate but disclosure was, for some reason, withheld.
