SANIMAN EXTRADITION

1987 and

Extradition proceedings

30. Saniman was first arrested in Paris on 27th April

was granted bail on 20th May 1987.

Government's case as it was then presented, the French Court

declined to order extradition on 4th November 1987.

extradition

proceedings 2 and 1/2 years later. Saniman was

re-arrested in

Versailles on 11th June 1990 and granted bail on 26th June 1990.

After considering the Hong Kong government's case as revised in

1990, the French court decided to recommend extradition.

Saniman appealed against that decision on 13th March 1991

and the appeal was dismissed by the Court Cessation.

33.

By a letter from Saniman's French lawyers dated 16th July

1991, I was informed that the Foreign Office must now decide

whether or not to make a Decree authorising his extradition.
