Reference is made to the
executive or legislative power of the PRC only in relation to
matters which, under the terms of the joint Declaration and
the Bacic Law,
to be inferred to the PRC because they are
outsida the limits of the autonomy of the Special
Administrative Region; principally, defence and foreign
affairs. The continuing validity after 30 June 1997 DE
obligations which are valid under the laws in force in Hong
Kong prior to 1 July 1997 is provided for hy the second
paragraph of Article 150 of the Basic-Law.

To fill the gap which may otherwise-be-left in the légal
system of the Special Administrative Region by reason of the
fact that United Kingdom Aots-and-Ordery-in-council which
currently form part of the law of Hong Kong will not be
maintained as the law of the Special Administrative Region,
tha Seint Liaison Group established pursuant to the Joint
Declaration, is discussing, and the Government of Hong Kong
is embarking upon, a programme of localisation of legislation;
that is, the enactment before 1 July 1997 in Hong Kong of
Ordinances which will contain terms similar to those of United
Kingdom Acts and Orders-in-Council which will cease to apply
to Hong Kong after 1997. This programme has been commenceú
and the first piece of localisation legislation was enacted The fact of the loco_4_4$ =_==
by the Hong
Hong Kong legislature in February 1989. This
localisation programme includes the localisation of
extradition law.
