1. I studied law at the Universities of Oxford and Harvard and
was called to the English Bar in 1962 by the Middle Temple. was subsequently admitted to practise law in Tanzania and Western Samoa. On the completion of my graduate studies, I was appointed as a lecturer in law at the University of East Africa in 1963. taught there until 1970, specialising in constitutional law. the time of my resignation I was professor and dean of Faculty of Law. From 1970-71 I was legal consultant to the East African Community and from 1971-73, I was visiting professor at the Yale
Law School. I was next a Research Fellow at the University of Uppsala for the study of constitutional systems of developing countries. I left Uppsala in April 1978 to take up an appoint-
