I attach a copy of a minute from PSD calling for bids for Travel Budget allocations to reach Mr Stump by 28 February.

I should be grateful if Departmental bids could reach me by close of play on Friday, 15 February, to give me time to prepare my own co-ordinated bid (I shall be away in Pakistan from 21-25 February).

In preparing bids, please take account of the guidance in paragraphs 3 and 4 of Mr Stump's minute. You should divide journeys into two categories: necessary and desirable. Journeys in the former category will normally be those which have to be made for operational reasons; desirable journeys are those undertaken for familiarisation purposes. But there will be exceptions and some familiarisation trips will clearly fall into the necessary category. It will not be easy to list necessary journeys in priority order, but it will be important to do so in the case of desirable journeys.

4. You will note that the funds likely to be available fall short of the final figures agreed for this year. I attach a note of the final allocations. I hope SEAD will try to budget this year for Cambodia and VBP journeys: their absence from our estimate last year led to a serious underbid and resultant difficulties.
