Thank you for your minute of 11 February asking for bids under the AUS Travel Budget. I should like to make the following bids :
a) Desirable Class. I think it would be highly desirable if both my desk officers were able to make familiarisation visits to Hong Kong. I believe it is more important for the person dealing with Miss Coglin's schedule to go, so in terms of priority this would be my first priority. I am tempted to say that this is a "necessary" visit because that schedule deals with all civil service related matters. It is very difficult to deal with such matters if one has not had first hand experience of the people and the situation in Hong Kong.
I therefore would like to bid for two one-week Club Class familiarisation visits.
b)
Necessary Class. It is possible that we will need to send the Government Actuary out to Hong Kong to do some work on HMOCS calculations. Unfortunately I cannot say whether this trip will be required yet. If it is required, it will be "necessary". I think I should again reserve one week, club class for this.
