I assume that WIAD are leading on Oslo telno 2 to Hamilton (copy attached).

On paragraph 2(1), I have repeated the telegram to Hong Kong and suggest you include the following in your reply to Oslo (which should of course also be sent to Hong Kong as an action addressee):
"We have repeated TUR to Hong Kong and should be grateful for their comments on paragraph 2(1) (we suspect that the question as raised is a little confused but it would be helpful if Hong Kong could supply latest relevant figures.)

I have also discussed paragraph 2(ii) with Mr Stevens in MVD. His advice is that only those BDTCs who have right of abode in the UK would have unrestricted right of entry to the UK. All others would not therefore be returnable to the UK in the first instance.

I should be grateful if you could copy your reply to HKD.
