THE PROBLEM

VISA ABOLITION AGREEMENTS

With the approach of 1997, Hong Kong

travellers may lose, or never acquire, the convenience

of visa-free access to foreign countries(1),

RECOMMENDATION AND ADVICE SOUGHT

It is recommended that

(a)

we should negotiate open-dated visa

abolition agreements (VAAs) for

holders of the travel document.a

indicated in the Schedule to the model

agreement a: Annex A which should

provide the basis for negotiations;

and

At present only Folders of Hong Kong

British pasporti enjoy this

privilege. Certificate of Identity

holders do not.
