British Citizenship for Hong Kong Eurasians

Thank you for your letter of 22 March.

I well understand and sympathise with the feeling of the Eurasians in Hong Kong. I only wish that there were greater flexibility under the British Nationality Scheme so that groups of people who deserve special consideration could be catered for under the Scheme. Unfortunately, we are constrained by the Law, and there is no scope for discretionary powers to be exercised in the ways you have suggested.

Clearly, we will need to review the Scheme before the close of the first phase on 31 December 1993. I will ensure that your request is re-examined in this review. You will, of course, understand that there can be no guarantee of the outcome of this.
