Re: The British Nationality Selection Scheme

You may remember that I consulted you last June on the issue of 'Right of Abode in the United Kingdom' in connection with our staff members, and in your reply of June 15, 1990, you advised that "it would seem preferable and more accurate for British Red Cross affiliation to be counted in the section 'Public/Community Service', rather than in the section 'British Link'. We therefore informed our staff accordingly.

Recently, the Hong Kong Government published a series of reference manuals for the British Nationality Selection Scheme. Manual No.1 (Business and Management) has mentions of the British Red Cross Society (Page 4.4, Section B5) and of the Hong Kong Red Cross (Pages 4.26 and 4.47). But the former only refers to "Overseas service by certain civilians who are subject to the provisions of the Army Act 1955, the Air Force Act 1955 or the Navy Discipline Act 1957"; and the latter to only "Unpaid volun- tary service" in various listed service units of the Hong Kong Red Cross. It seems that neither of the above two cases can apply to our 670 paid staff members, many of whom have had over 10 or 20 years of loyal service in the Hong Kong Branch.

The Hong Kong Government has also approved a list of "British understakings" in Hong Kong which employ local staff. The list includes such firms as the Hongkong Bank, Hutchison Whampoa, A S Watson & Co Ltd, Standard Chartered Bank, etc, but of course not the British Red Cross Society or the Hong Kong Red Cross. seems that the salaried staff of the Hong Kong Red Cross are not eligible for any additional merit points, despite our intimate relationship with the British Red Cross Society.
