UNDERTAKINGE
The Advisory Group which I have chaired has now reached decisions on a substantial number of companies to determine whether we consider them to be British undertakings within the meaning of this-Act. I now enclose a list of 781 companies. which we advise might be so considered. You will have seen from FCO telegram number 38 to the BTC of 28 January and FCO telno 45 to the BTC of 5 February (both copied to Hong Kong) that these names have been submitted to Ministers in the DTT and FCO and approved by them.

I am submitting the list to you in two forme. The first is a straightforward listing in alphabetical order with no embellishments. This is the form in which I suggest the list be published. I assume publication will be by the Hong Kong Government, and will take place as soon as you have approved it. The second version contains the same 781 companies, but these are divided into categories to enable you to coe the basis on which the Advisory Group reached its conclusion. The names were submitted to Ministers in London in this It is not intended that this version of the list be published. Nor is it proposed, as agreed earlier with the FCO, that the details of the criteria used by the Committee should he published other than along the lines of those contained in paragraph 6 of Section B Chapter 4 of Reference Manual No 1 of the British Nationality Selection Scheme.

The enclosed list supercedes the list I sent you on 29 November, and indeed all of the names in the earlier list are contained in that which I now enclose. It was then agreed that we should resubmit the names with additional information about reasons for the judgement.
