for Ministerial approval.

2. I recommend that Lord Caithness approves the list. are submitting it in parallel to Mr Sainsbury. Our Legal
Adviser has been consulted.

Background
3. The background to the Committee's work is set out in my submission of 20 December. The attached list is an expanded
and refined version of the one attached to that submission.
It consists of seven individual lists compiled according to
criteria which are set out at the head of each list.
4.
The list comprises the bulk of companies known to the Committee which are likely to be regarded as British but does not include the 20 or so "difficult" companies, such as
Hutchisons and Wharfs. The Committee are not yet ready to
finalise their recommendations on such companies as they are
