Issue

LIST OF BRITISH

Ministerial approval of the attached consolidated list of British undertakings drawn up by the Governor's Advisory Committee.

Recommendation

We recommend that the Minister approves the list, which has been submitted in parallel to Lord Caithness.

Timing

Urgent. The Hong Kong Government is anxious to publish the list as soon as possible.

Background

The background to the Advisory Committee's work was set out in Mr Love's minute of 17 December. As you will recall DTI and FCO have been asked to endorse the Advisory Committee's

recommendations on British undertakings before they are submitted to the Governor for agreement: We are not required to check each recommendation but simply to understand on what basis the Committee have made their recommendations and agree that such criteria seem reasonable.

The Committee's recommendations are contained in seven individual lists (attached) compiled according to criteria which are set out at the head of each list. In all but one

case they correspond to the criteria already agreed. The lists comprise the bulk of companies known to the Committee which are likely to be regarded as British but do not include 20 or so "difficult" and potentially controversial cases such as Hutchisons and Wharf, two leading Hong Kong companies which are not generally regarded as British.
