Presentation on the British Nationality Scheme

3.

The

Director of Administration

briefed members on the British nationality scheme including the legislative framework, the

key legal provisions, the 4 Classes of beneficiaries, the points system, quotas of the General Occupational Class and the direction by the Secretary of State on phasing. The Deputy Director of Administration (Special Duties) then gave members a quick run-down on the application

form BN (HK) 1 and Reference Manual No. 1. The

Chairman added that the form had been pre-tested

on professionals and associate professionals,

all of whom were able to complete the form

satisfactorily. The Director of Immigration

added that of the 659 forms received, the great

majority were well completed.

4.

On the question of confidentiality, the Director of Immigration assured members that every attempt had been made to safeguard the system, to ensure confidentiality and to prevent corruption. Members were interested in visiting the processing centre of the Immigration Department in mid-January. The Director of

Immigration and the Secretary would arrange

accordingly.
