The quota for the Disciplined Services Class in the first phase

of the Scheme (from 1 December 1990 to 31 December 1993) is 6,200. Places

in the Disciplined Services Class will be allocated according to a points

system as set out in Annex A. Out of the total 800 points, 150 points may

be allocated under the "special circumstances" head.

Under Article 22(4) of the British Nationality (Hong Kong)

(Selection Scheme) Order 1990, the Governor may allocate up to 150 special

circumstances points to:

(a) take account of the need to maintain the quality and staffing

levels of personnel in the disciplined services;

(b) take account of the applicant's performance in service or any

honours received by him in connection with that service; and

(c) moderate age or experience points.

Recommendations of the Disciplined Services

5. The disciplined services have been consulted on the use of special circumstances points. To cater for the differing needs of each service, it has been agreed with them that the method of applying such points may vary from service to service. The proposals from individual disciplined services are set out in Annex B.
